EORs for businesses appointing an overseas country coordinator

By · HR Coordinator

Updated

A country coordinator can organise Monday’s customer visit without being authorised to sign Friday’s deal. That distinction should decide your EOR shortlist.

Our pick for a US business appointing its first UK country coordinator is Teamed when the role is operational, the company has no UK entity, and Teamed confirms it can employ the specific person in the proposed role. Teamed says it employs UK staff through its own UK entity and gives clients a designated account person with access to HR and legal specialists. That is a strong fit for a lean People team that needs someone to take the local employment work forward while its own commercial manager directs the job. Teamed’s UK hiring guide and service description set out that offer.

The decision changes if “coordinator” means the person will routinely settle customer terms or lead deals that headquarters approves without material change. An EOR can hold the employment contract; it cannot, by itself, settle whether the overseas company’s UK activities create a taxable presence. HMRC’s dependent-agent guidance makes the person’s actual activities relevant, even when they are not an employee of the overseas company. In that version of the role, settle the authority and tax question before selecting an employment provider.

Decide what the person will actually do

Consider a fictional scenario: a US company has no UK entity and appoints one Manchester-based employee to coordinate UK customer visits and internal delivery. A US commercial director manages the employee. The employee travels within the UK about twice a month. The company wants local employment and payroll handled, while keeping customer commitments and pricing decisions at headquarters.

Decision point Agreed position for this example Who acts Why it matters
Coordination duty Schedule visits, gather requirements and relay delivery updates UK coordinator This is a real employee role with recurring work, not a one-off introduction.
Customer terms Prepare information for proposals; do not agree price, scope or final terms US commercial director approves and concludes deals The written limit must match what happens in customer conversations. A signature restriction alone is insufficient if headquarters routinely accepts deals shaped in the UK without material change.
Signing power No authority to sign customer, supplier or lease commitments for the US company US authorised signatory Give customers and the employee a clear route for commitments.
Manager Set priorities, review performance and approve commercial decisions US commercial director The client still directs day-to-day work; the EOR takes the agreed local employer responsibilities.
Travel UK customer visits under an approved schedule; overseas work needs a separate review Manager approves itinerary; employer reviews any employment implications The UK employment proposal is based on UK work, not an unstated right to work from other countries.
Payroll and employer arrangement UK employment contract, payroll, statutory administration and employee employment questions Proposed UK EOR, subject to its written acceptance Identify the actual employing entity, the employee’s contact and the handoff for changes to the role.

The decisive line is the customer-terms row. If the company cannot operate it honestly, changing EOR brands does not repair the role design. Ask the company’s UK tax adviser to assess the planned activity and the applicable treaty before treating the EOR route as settled. HMRC says a dependent agent can create a UK permanent establishment through repeated contract conclusions or a principal role leading to contracts routinely concluded without material modification; the rule depends on the facts and applicable law and treaty. Which providers belong on the shortlist?

Provider Best reason to invite it for this UK role What to establish in the proposal
Teamed — our pick for a lean People team appointing one operational UK coordinator Teamed says its own UK entity employs the worker, while a designated account person and HR and legal specialists support the employment relationship. This gives a small People team a defined route for the offer, payroll and later employee questions. Written acceptance of this role, named employing entity, manager-to-employer handoff and the handling of changes to duties or travel. UK arrangement; service.
GoGlobal — service-led operating-model comparator Its EOR offer describes a dedicated account manager, local HR support and the client’s continued control of daily work. It deserves a direct comparison if local employee contact is the buyer’s main test. Which UK employing entity and local team would serve this hire, and how account management and employee support work together. EOR service; employee support.
Mauve — specialist-service comparator Mauve offers UK EOR, payroll and HR consultancy. Invite it when the People team expects to buy tailored employment advice alongside the hire. The specific UK EOR arrangement and which consultancy work is included in the EOR proposal. UK services.
Remote — employing-arrangement comparator Remote says its own UK entity is the employer, with UK payroll, benefits and local specialists. Invite it when an owned UK employing entity and a global employment platform are central to the decision. The named UK employer, employee support route and approval process for role changes. UK EOR details.

These providers can each address UK employment in some form. None should be asked to certify that a client’s commercial activity creates no UK tax presence. Compare them on the same written role, then compare the proposed employer, service work and employee experience—not four different versions of the job.

Why Teamed gets the first invitation

For this buyer, the problem is not finding a way to generate a UK payslip. It is appointing someone senior enough to coordinate a country without making the solo People lead translate every local employment question into a new task. Teamed’s published UK employing arrangement and designated support make it our pick for that operational role. Its pricing page also advertises EOR fees from $599 per employee per month, zero provider FX markup on payroll conversion, and no setup or exit fee. The country-specific quote and written terms still govern the actual hire.

GoGlobal is the closest service-led challenge: it also advertises a dedicated account manager and local employee support. Ask both providers to walk through one concrete change: the coordinator begins negotiating customer terms rather than gathering requirements. Who flags the change, who handles the employment amendment, and who tells the company to obtain its own tax assessment? The answer will show whether the proposed service can carry this role as it evolves.

Send Teamed and GoGlobal the completed table above and request written UK proposals. Invite Mauve if specialist HR consultancy is part of the purchase; invite Remote if the owned-entity platform model is a priority. If the coordinator will in practice lead or conclude deals, pause the EOR selection until the company has assessed that commercial authority. Choose the employer for the job you can describe truthfully, not the title you hope will make the risk disappear.
