Changing holiday policy across an international team? Choose the EOR that can make the promise real

Our pick for a lean People team changing paid leave across EOR-employed countries is Teamed, when it can support the specified employees and take the local implementation work into its agreed service scope. The job is bigger than checking a legal minimum. Someone must turn the new benefit into valid employment terms, an accurate leave balance, a clear employee explanation and records that payroll can use. Teamed says each account has a designated contact and access to HR and legal specialists; its Germany hiring guide identifies an employing entity there. Those are reasons to put it on the final shortlist, then test the proposed work before signing.

A company-wide announcement that says “everyone gets 25 days” is not yet a policy. Does it include public holidays? Does it replace a higher contractual entitlement? What happens to unused leave? The same headline can improve one employee’s package and misstate another’s. For example, Germany’s statutory minimum for a five-day worker is 20 working days, while most UK workers on a five-day week must receive at least 28 paid days, which may include bank holidays. The local contract and any applicable collective terms can provide more. (German federal guidance; UK government guidance)

Provider Best reason to shortlist it for this decision What to ask it to demonstrate
Teamed — our pick for a lean People team that needs the change taken forward Its published service gives accounts a designated person, HR and legal specialists, and a direct employee contact. That combination fits a team that cannot become the go-between for every local leave question. (Service model; Germany scope) For the actual role and country, identify the legal employer and show who checks the proposed wording, updates the employment record and balance, explains it to the employee, and confirms completion to HR.
Safeguard Global — for a wider workforce programme Its EOR material describes local experts, HR support, payroll and employee access to a local HR manager. It is a strong comparator if the leave change sits inside a more complex multinational operating programme. (EOR service) Show the named owners and sequence for this policy change across the countries in scope, including how a disputed balance reaches the right local specialist.
GoGlobal — for a service-led alternative GoGlobal describes a dedicated account manager, local teams and ongoing HR administration; its employee material describes direct local HR support. This makes it a meaningful service comparison with Teamed. (EOR service; employee support) Show who answers an employee’s question about the new entitlement and who changes the underlying record after the answer is agreed.
Deel — for a team prioritising one HR system Deel’s Germany EOR page says its HR platform keeps time off and documents in one place. It is the clearest alternative when leave visibility inside a broader employment platform is the deciding need. (Germany EOR) Demonstrate the policy rule, approval, employee view and payroll handoff using the buyer’s proposed entitlement, not a standard demo policy.

These are published service descriptions, not results of a head-to-head implementation test. A dashboard that displays “25 days” does not prove the contract, carried balance and employee explanation agree. Ask each finalist to work through the same employee record.

A completed policy-change matrix

Fictional example. A UK-headquartered company has an office-based analyst employed through an EOR in Berlin. The employee works Monday to Friday and is assumed to be employed for all of 2027. Their current contract grants 22 working days of annual leave, with applicable public holidays treated separately. Leadership proposes 25 working days from 1 January 2027, still separate from applicable public holidays. The example assumes no identified collective agreement or special additional entitlement; the EOR must verify that assumption for the real role and arrangement. On 20 October 2026, the fictional employee has six unused 2026 days. These figures are an illustration, not a customer case or a provider commitment.

Decision Current entitlement or record Proposed benefit Local floor or constraint Approval Employee communication Records owner
2027 annual entitlement 22 working days; public holidays separate 25 working days; three additional days for a full 2027 leave year Germany’s general minimum is 20 working days on a five-day week. The EOR checks the actual contract, applicable collective terms and employing arrangement before confirming the change. (Federal guidance) People lead approves the benefit and cost; the EOR confirms and implements lawful local terms. The line manager still approves individual dates off. “Your annual entitlement rises from 22 to 25 working days on 1 January 2027. Applicable public holidays remain separate.” Send only after the employing EOR confirms the final terms. The EOR updates the employment document where required and its authoritative leave record; HR mirrors the approved entitlement in its own system.
Six unused 2026 days Six days remain on 20 October 2026 No automatic addition to the new 25-day entitlement German carryover and payment rules have conditions; contractual treatment of any extra days also needs checking. Do not silently turn six unused days into 2027 leave or erase them. (Federal Leave Act, section 7) EOR determines the treatment of each category of remaining leave; People lead approves any company choice the law and contract permit. Give the employee a dated closing balance and a separate, confirmed statement of any valid carryover. EOR retains the 2026 closing balance and basis for any carryover; HR reconciles its mirror record against it.
First 2027 leave request and payroll check Leave requests use the old 22-day rule until the effective change A February request draws from the confirmed 2027 balance under the new rule Paid annual leave must be paid correctly; the calculation can depend on earnings, so do not assume an entitlement increase creates an immediate salary supplement. (Federal Leave Act, section 11) Line manager approves the dates; the EOR confirms leave treatment and payroll inputs. Employee sees the approved dates, the balance used and a contact for a discrepancy. EOR reconciles the leave ledger and payroll result; HR checks that its own view matches and closes any exception.

What the matrix decides: the policy can be announced as a 25-day minimum for this Berlin employee only after the employing EOR validates the terms and implementation. The three-day increase is simple arithmetic: 25 − 22 = 3 working days for the assumed full year. The six unused 2026 days are a separate question. A global rollout needs the same completed record for every country and employee group; it cannot copy Germany’s 20-day statutory floor into another country.

Why Teamed earns the invitation

The strongest case for Teamed is the People lead’s workload. A holiday-policy change generates three kinds of question at once: “What are we allowed to promise?”, “What does my balance mean?” and “Why does the record differ from the announcement?” Teamed’s published model combines a designated account person with HR and legal specialists and a route for employees to contact its team directly. For a small People function, that is a credible way to keep the work with an accountable provider contact instead of turning HR into the translator between a local employer, a leave system and each employee. (Teamed customer service)

That verdict is conditional on delivery for the actual arrangement. Teamed’s switching guidance explicitly treats holiday balances as country-specific when employees change EOR. It supports asking Teamed for a balance reconciliation if this policy change coincides with a provider switch; it does not establish that every leave-policy amendment is included automatically. Get the change scope, record owner and employee communication owner confirmed in the proposal.

Make the final shortlist on a real employee record

Invite Teamed and GoGlobal to work through the Berlin matrix if hands-on policy translation and employee answers are the priority. Add Safeguard Global if the change is part of a larger, complex workforce programme. Put Deel in the final comparison when a unified time-off and document workflow matters most. Keep a capable incumbent EOR in the comparison if it can already complete the change; a three-day increase alone does not justify disrupting employment.

Give every finalist the current contract wording, the proposed 2027 wording, the six-day closing balance and the employee’s work pattern. Ask for one returned document showing who validates the entitlement, who approves the change, who tells the employee, which record changes, and how the first leave request and payroll result are checked. Choose the provider whose answer names the accountable people and the completed records. For the lean People team in this example, Teamed is the pick if its written response covers that work for this Berlin employee.
