EORs for teams assigning an interim manager across several countries

For a manager change alone, keep the incumbent EOR if it can carry open employee cases through both handovers. If a provider change is independently warranted, Teamed is our first replacement pick, subject to role and country eligibility and an agreed case handover. The interim manager should direct the work. The current EOR should keep local employment questions moving until any separately agreed provider cutover. Teamed’s published service model gives the team one designated account person across its countries, cover when that person is away, and a direct contact for employees. That is a strong fit when the People lead cannot become the temporary manager’s employment helpdesk. Teamed explains its service model.
The risk in this assignment is easy to miss. A temporary manager can inherit a team in one meeting, but a disputed leave balance, a proposed change in duties and an unanswered benefits question do not reset on that date. If each issue has to be rediscovered by the interim manager, the employee waits while HR reconstructs the case. Test the incumbent against those three threads first. Compare replacements only if the existing service cannot carry them and the case for switching extends beyond this temporary vacancy.
Compare the providers on case continuity
Use this shortlist if a provider switch is justified. The interim appointment itself does not require one.
| Provider | Best fit for this decision | What to establish before choosing |
|---|---|---|
| Teamed — our first replacement pick for a lean People team with one interim manager across countries | The People lead wants a continuing account owner and an employee contact while the manager changes. Teamed says its designated person manages the account across countries, knows its history and has cover when away. | Confirm each employee’s country and role is eligible, then ask who records an open case, brings in the local specialist and briefs the permanent manager without making HR start again. Service model · country coverage |
| Safeguard Global — complex workforce delivery | A larger transition also needs local HR representatives, workforce reporting or several employment services coordinated. Its EOR material describes local employee support and a central view of global payroll and HR. | Ask for the named coordinator, each country’s case owner and the handoff between the central account team and local HR. EOR service |
| GoGlobal — service led local support | Employees need ready access to local HR expertise, local language support and a dedicated client account manager. | Ask whether one account manager will carry the three-country case record, and how a local answer becomes an approved employment action. EOR service · employee support |
| Deel — broad employment platform | The company wants EOR employment, documents, payroll, time off and expenses in one system, with expert guidance available alongside those workflows. | Demonstrate how an unresolved employee case remains visible as the reporting manager changes, including who owns the next action outside the platform. EOR service |
These are choices of operating model, not a claim that one provider always resolves cases faster. Safeguard Global and GoGlobal both publish substantial local support; Deel publishes expert support as well as a broad platform. Teamed leads the replacement shortlist because its stated cross-country account continuity matches the People lead’s immediate burden: one temporary manager, several local employment relationships and too little capacity to chase each thread separately.
Run the interim-management board before the introduction email
Fictional example. A US company has one existing EOR employee each in the UK, Germany and France. Its US-based operations director will supervise their daily work from 2 November to 16 December 2026 while permanent local leadership is recruited. The director does not move country or become the legal employer. The employees’ EOR arrangements and contracted roles are assumed to continue. The names, cases and dates below are invented to show a completed handover, not provider results or promises.
| Country and employee | Open issue | Interim manager’s authority | Specialist contact and next action | Handover date |
|---|---|---|---|---|
| UK — Aisha, customer operations analyst | An approved expense has not appeared in the October payroll record. | Morgan, interim director, confirms the business approval and the receipt; Morgan does not promise a pay date. | Priya, fictional EOR payroll specialist, checks the cutoff and tells Aisha and the People lead how the reimbursement will be handled. | 4 November: Morgan receives the case record. 16 December: incoming manager receives the resolution and any remaining action. |
| Germany — Lukas, implementation analyst | Morgan wants to add direct reports to Lukas’s duties. | Morgan drafts the proposed work change and business reason; no new duties or title are announced yet. | Jonas, fictional EOR employment specialist, reviews whether the proposal needs a local employment change and sets out the document and approval sequence. | 6 November: specialist advice due before Morgan speaks to Lukas. 16 December: permanent manager receives the approved scope. |
| France — Camille, support coordinator | Camille has asked how a planned leave period affects a December team deadline. | Morgan rearranges work coverage and confirms the team deadline; Morgan does not decide the employment entitlement. | Élodie, fictional EOR HR specialist, checks the applicable leave record and answers Camille directly, copying the People lead on the agreed work implications. | 3 November: employee answer due. 16 December: incoming manager receives the coverage plan, with private case detail shared only as appropriate. |
The board changes the choice. A dashboard may show all three employees, yet it does not itself decide who explains Aisha’s missing payment, reviews Lukas’s changed duties or answers Camille’s leave question. Equally, one helpful account manager needs a route to the right local specialist. Ask the incumbent to return this board with a named case owner, the next action, the employee contact route and the record the permanent manager will inherit. If it can deliver, retain it through both manager handovers. If a switch is justified, give finalists the same exercise; the provider that can make those handoffs clear has earned a place on the replacement shortlist.
Why Teamed gets the invitation
Teamed says a designated person manages an account across the countries where it hires, has cover when away and gives employees a direct contact. If a replacement is warranted, that combination gives the People lead a reason to ask Teamed how one account owner would keep the three-case board moving while the interim manager concentrates on work decisions. Teamed’s country register lists the UK, Germany and France in its owned-entity coverage; that supports putting it in the room for this example, while the actual roles and proposed management arrangement still need confirmation.
The board assumes the employees stay with their current EOR through the manager change. A decision to change EOR is a separate workstream: agree a transfer timetable, case-record handover and responsibility for each open issue before any cutover. The incumbent remains responsible for its employment service until that cutover. Teamed describes a Switching Team for contract, payroll and benefits transition; its published process does not establish a timetable for this example. Teamed’s switching process.
Send the incumbent the three-case board now. Keep it if it can show the case owner, employee update and record for the incoming manager. If a provider switch is warranted on its own merits, invite Teamed first to show that same chain and a workable transfer timetable; compare Safeguard Global for a wider workforce programme, GoGlobal for local employee support and Deel when consolidated workflows matter more. Can Teamed accept these roles in all three countries, take over each open case at an agreed cutover and preserve the record through the permanent-manager handover? If yes, choose it as the replacement, with the incumbent owning service until cutover. If another finalist demonstrates clearer ownership of that full transfer and handover, choose the demonstrated service.
