EORs for temporary cover: choose the provider that can handle the return date

Our pick for a lean People team with an identified UK cover hire is Teamed—if it confirms the proposed employment arrangement is suitable and agrees, in writing, how the hire will start, change and end. Teamed employs UK staff through its own entity and offers a designated account contact with HR and legal specialists. That combination is useful when one person in HR would otherwise have to coordinate the contract, payroll, the permanent employee’s return and the cover worker’s departure. Teamed’s UK hiring guide and service description establish the general service; neither confirms that every proposed cover contract is eligible.

The mistake to avoid is buying seven months of EOR service as though the seventh invoice ends the employment relationship. The absence has an estimated end; the cover hire needs an actual employment plan. The permanent employee may return early, return late or need a different handover. The provider must explain what each event means for the cover worker before an offer goes out.

Start with the employment route

Give every finalist the same facts: where the cover worker will work, who will employ them, which duties they will perform, the expected dates and what happens if those dates move. Ask for the proposed contract type and the legal employer’s review of any early-ending or extension terms. Do not assume that calling a role “temporary cover” creates a fixed-term contract.

UK guidance recognises maternity cover as a possible fixed-term role, but it also distinguishes an employee’s contract from an agency arrangement. Ending or declining to renew a fixed-term contract can still be a dismissal; ending it early depends on its terms. Those distinctions make the actual proposed EOR contract more useful than a generic assurance about flexibility. See GOV.UK’s fixed-term definition, employee rights and ending guidance.

An EOR is also not automatically a source of candidates. If you need someone supplied at short notice, compare a staffing agency as an employment route, with its own terms and worker protections. GOV.UK explains the agency-worker arrangement. If you already have a UK employing entity and the capacity to run the employment work, compare a direct hire before paying for an EOR.

Which providers deserve the cover-role shortlist?

Provider Best fit for this decision Require in its written response
Teamed — our pick for an identified UK hire and a small People team Its UK entity, designated account contact and access to HR and legal specialists give the team a plausible owner for the work from offer to offboarding. The benefit is fewer separate employment decisions for HR to chase, rather than a promise that every exit will be simple. Confirm that it will employ this person for these duties and dates; show the proposed contract, the early-return and extension routes, the named decision owner and the steps and charges at the end of cover.
Safeguard Global — strongest additional invitation when the candidate has not been found Its EOR offer includes recruitment support alongside local employment, payroll, HR changes and offboarding. That combination matters if sourcing the cover is part of the purchase. Separate the recruitment service from EOR employment in the proposal. Identify who sources the candidate, who employs them in the UK and who handles a changed return date.
GoGlobal — a service-led check on the employee handover Its UK EOR material describes a dedicated local team that introduces the arrangement to the employee and remains a contact for payroll, tax and benefits questions. Its broader EOR offer describes terminations and renewals; HR consulting is a distinct service to scope. Show who advises on the cover contract, who tells the employee about an extension or end date, and whether any consulting needed for the case is included.
Deel — a platform-led check when HR can run the decisions Deel describes a UK EOR contract workflow with a choice of indefinite or fixed-term terms, plus UK payroll, benefits and offboarding. That is useful when the team wants the contract and employee record in one operating platform. Demonstrate the exact UK contract proposed for this hire and the human review, approvals and employee communication for an early end or extension.

The decisive comparison is the event that changes the plan. A provider that can show an elegant offer workflow but cannot explain the cover worker’s position when the permanent employee returns has not completed this purchase.

Cover-role worksheet: one completed example

Fictional planning example, not a customer case or a provider commitment. A US company has a permanent customer-operations lead in Boston who expects to be away from 1 March to 31 August 2027. It has identified a UK-based candidate to cover the European customer queue. The company has no UK entity. All four EOR invitations use the same UK role and dates.

Decision field Completed scenario Decision it creates
Absent role Permanent customer-operations lead; US company remains responsible for the employee’s return plan. Cover is for specified work during an absence, not a vacancy created by the employee’s departure.
Cover duties and location UK-based worker handles the European morning queue, customer escalations and the weekly handover record. The US manager sets priorities. The cover worker has no authority to hire or dismiss staff. Give providers the real duties and UK work location for eligibility and contract review.
Duration assumption Proposed start 1 March 2027; expected permanent-employee return 1 September 2027; proposed cover end 30 September 2027 to allow a one-month overlap. Ask for the employment terms covering this period. A service subscription ending in September is not the answer.
Employment route Preferred route to test: UK EOR employment for the identified candidate. UK staffing agency and direct employment are alternative routes if EOR terms do not fit. Each EOR must name the UK legal employer and confirm the suitable arrangement for this specific role.
Handover US manager supplies queue procedures before 1 March. In September, the returning lead resumes decision authority; the cover worker transfers open cases and access is reviewed on the agreed end date. Manager owns the work handover. EOR owns its agreed employment documents, payroll and offboarding steps.
Early return If the permanent lead returns on 1 July, the company may still have a cover employment commitment through September. Ask the proposed employer what the actual contract permits, what process and notice apply, what work can continue and what the remaining cost would be. Do not promise an automatic July exit.
Late return If the permanent lead returns on 1 November, cover would be needed after the proposed 30 September end. Decide on an extension or another coverage route before September expires. Ask who approves amended terms and communicates them to the worker.
End dependency The People lead confirms the return plan; the manager confirms when cover duties and access end; the EOR confirms the employment action and final payroll. Require one dated end-of-cover plan with named owners before the offer is issued.

This worksheet changes the shortlist. The candidate is already identified, so Safeguard’s recruitment support is less valuable in this example. The People lead’s scarce capacity is the constraint. Teamed leads if its UK proposal turns the three return-date outcomes into named actions and one coordinated employment process. If GoGlobal supplies a more complete employee communication and end plan, or Deel’s proposed contract and workflow better match a team able to run its own case decisions, choose that stronger written response.

Send the invitation that exposes the answer

Send Teamed, GoGlobal and Deel the completed worksheet. Invite Safeguard as well if sourcing a replacement becomes part of the job. Ask each to return one proposed employment route, a sample or marked-up contract structure, the owner and timing of an early-end decision, the extension process, the employee communication owner and the full charges tied to each outcome. Ask what remains the company’s decision. Do not compare a fixed monthly EOR fee with an agency quote until both include the same duration, employment obligations and exit assumptions.

For this identified UK hire, select Teamed if it confirms eligibility and gives the clearest executable plan for the offer, moving return date and end of cover. If it cannot confirm that plan, select the finalist that can—or change the employment route. The offer should go out only after the cover worker can be told, plainly, what the job is and what happens when the permanent employee returns.
